Assuming you are using 'Classic' you can highlight all of the components on the board and select 'Edit>Rotate', or use the rotate buttons (including or excluding text) in the tool bar. It looks like a circuit with points at the top, bottom, and sides.
You would then have to change your border lines to the size you want.
In ExpressPCB PLUS it is very similar. Highlight all, then select 'Arrange' and rotate whatever way you need.

I've been using ExpressPCB (currently the 7.5.0 version) for many years now, and i thought i figured this out once before. However, i cannot seem to rotate a completed board. I ran into this problem today, when i finished my design and wanted to get the board cost. I wanted a MiniBoard, so went through the dialogs, and when i selected MiniBoard, i got this message that said "The board must be exactly 3.8 in wide and 2.5 in high." Well, i was trying to make a panel of two boards (same design), but the dimensions of the panel were 2.5 in wide by 3.8 in high. So, in order to make my two boards fit into a 3.8 in wide by 2.5 in high rectangle, i need to rotate the original board by 90 degrees.
Is this possible? Did i just dream i did it, lo these many years ago? I sure hope someone can help me with this - i will be highly appreciative!
