I've never heard of this before. I have also tried to recreate this error message but I cannot.
Presumably you are using ExpressPCB (as opposed to ExpressSCH) in an attempt to create the component.
Select the 'Place a trace' option on the left handside buttons and also select 'Silkscreen Layer' from the buttons at the top, then draw the outline of the component (square/oblong etc.). Then 'Place a pad' optionĀ on the left handside buttons to place the pads within the component.
Does this help? Or are you still getting the error message?
I got it! The issue was that I drew the body of the component as a copper layer, instead of silkscreen layer. It makes sense I guess - if it's all copper then everything is connected as one conducting point
